Twenty Point Programme

 

  • Coordination in implementation of Twenty Point Programme between district Collectors & Concerned Administrative Departments.

Public Private Partnership Cell

 

  • To coordinate with GoI and line departments of GoR on all issues related to PPPs.

Project Monitoring Unit

 
  • To examine new project proposals received from Department/s for external aid and to submit before High Power Committee for approval.
  • To invite new projects proposals for external aid in relation to the reference/communication received from the Government of India.
  • To arrange meetings of foreign delegation with the Chief Secretary/ Principal Secretary, Secretary during visit to the State.
  • Preparation of Database of progress of externally aided projects (EAPs).
  • To furnish monthly progress report of to the office of Hon'ble Chief Minister, Finance and Planning Department.
  • To arrange periodically meeting to review progress of EAPs at the level of Chief Secretary/ Principal Secretary, Planning and Director, PMU.
  • To arrange review meeting with Department of Economic Affairs (DEA) and External Funding Agencies i.e. World Bank, ADB, IFAD, JICA etc. for ongoing and pipeline projects.
  • To keep liase with PIAs concerned implementing EAPs and to follow-up claims reimbursement of EAPs in the Minister of Finance, Government of India.
  • To act protocol/escort duties during visit of the State by mission/delegation from various International Financial Agencies.
  • To coordinate the activities/program relating to pipeline EAPs with concerned external agencies.
  • To prepare estimates of Five Year Plans/Annual Plans for EAPs with the consultation of Administrative Departments.

Voluntary Sector Development Centre

 

  • Encourage, enable and empower an independent, creative and effective VO sector for partnership with Government;
  • Promote governance, accountability and transparency in VO sector;
  • Take up an advocacy role on issues that affect Voluntary Organizations;
  • Steer the process of accreditation, first time and renewal, of Voluntary Organization in Rajasthan;
  • Ensure availability of a comprehensive, reliable and up-to-date database and information system on the VO sector and its contribution to the State's development supported by a dynamic research program;
  • To receive copies of annual accounts from Voluntary Organization for purposes of assessing their compliance with the law and this policy, performance and their contribution to State's development;
  • Prepare and disseminate widely, annual reports on the status, contribution and impact of the VO sector to the State's development;
  • Provide leadership for conflict resolution and act as an Arbitrator between Voluntary Organization;
  • Ensure the adequate procedures are in place to assess and give effect to the operationalisation of this policy;
  • Sector-wise empanelment of accredited Voluntary Organizations to facilitate procurement by engaging departments of the Government of Rajasthan;
  • Suggest to Government and VO sectors on means of mobilizing resources and monitoring their utilization to support the implementation of the VO policy related programs at State and local level;
  • Advise and facilitate VO sector stakeholders on means of building sustainable capacity to support a dynamic VO sector in Rajasthan;
  • Provide leadership to VO sector stakeholders and enforce standards and enhance quality assurance in the VO sector in the State; and
  • Establish a Code of Conduct, in consultation with its members, for Voluntary Organizations in line with internationally accepted standards, popularize and build awareness of this Code. The Council will be available to receive petitions and complaints from Voluntary Organizations, from Government bodies and from members of the general public on violations of this Code.

State Innovation Council 

 

The Council strives for the following OBJECTIVES:-

The State Innovation Council (SIC) spearheads the State Governmentís mandate to encourage spirit of innovation in citizens at large and in Governance in particular

  • Conceptualizing, Identifying and developing a new process and/or outcome that can add value in the benefit of public at large, specifically to Public Service Delivery and Governance sectors.
  • Identifying the gaps in critical areas of Public Service Delivery and Governance and to explore frugal and efficient solutions to seal them
  • Extending assistance to any College/University/Institutions, Civil Societies and innovative individuals or groups of individuals for efforts leading to Technical (developing new technology, equipments, appliances, tools, production designs etc.) and Non Technical (developing new Business Processes, Pedagogy, Economic and Social interventions etc.) innovations.
  • Augmenting grassroots innovations by providing direct support to them for experimentation, scaling up, prototype development and establishing relevant infrastructure for scaling up pilot plant for creative activity by them.
  • Facilitating financial and organizational support to build and/or enhance Capacity and Competencies of prospective users of the outcomes of such Innovations as the SIC supports and encourages. 
  • Mobilizing financial, technical or other resources for brining such Innovations as the SIC supports and encourages, into gainful and sustainable practice in the respective sector/region/community etc.
  • Identifying, Acknowledging and Felicitating the Innovators from such streams as the SIC supports and encourages.
  • Printing, Publishing and Exhibiting the Compendia of Innovations in the State and to release IEC material, Books, Periodicals etc for Environment Building in support of Innovations and, to promote the objects of the Council, in general.
  • Collaborating and Associating with and/or to secure participation from other institutions, individuals or independent groups, organizations etc. to augment the Councilís activities.
  • Exploring opportunity of linking innovators with investors and entrepreneurs for augmentation of the innovations that involves high risks and substantial funding for the rolling out in practice.

Young Interns Programme (YIP)

This programme is the first of its kind in the country which provides an excellent opportunity for bright students to familiarize themselves with the process of policy formulation and its implementation in the field, specifically the mechanism of Public Service Delivery and fundamentals of the Government functioning at the user end. 

The Objective of the programme is also to empower the young scholars to learn and spread awareness and knowledge about various government programs and services for the benefit of society and act as a bridge between the service providers and recipients.

The Programme offers Internship of 2 to 6 month duration (upto three months for Undergraduate Students and upto six months for Post Graduate Students) to bright students from reputed Academic and Professional Educational Institutions. The Interns selected under the programme will get a stipend of Rs. 25, 000/- per month and a reasonable logistic and mobility support.

Innovations in Governance

The SIC has also been entrusted to encourage Innovations in

District Administration by providing financial support for implementation of proposals mooted by the District Collectors.

Knowledge Sharing and Environment Building

Providing a common platform for top bureaucrats, District Collectors, Independent citizens and others.
